Do I need to pay for all users if the app is installed for everyone within the domain?

The application can be installed across the entire domain, and we recommend doing so. However, this does not mean that a subscription manager must pay for all users in the domain. Licenses are required only for individuals who will receive access to the contacts. This may not include all Google Workspace users.
